Mr. Chair,
The peaceful uses of outer space is a fundamental principle of international space law and an essential prerequisite for international peace and security, scientific progress, and sustainable development.
Today, the international community is facing with increasingly alarming developments in outer space. The increasing military reliance on space-based capabilities and commercial satellite systems have heightened the risk of transforming outer space into the field of confrontation and conflict.
The deliberate integration of space-based capabilities into offensive military operations sets a deeply troubling precedent and undermines the peaceful character of outer space.
My delegation expresses its concern regarding the growing use of commercial space systems and satellite mega-constellations in support of military operations and coercive measures. Recent developments in my country have demonstrated that certain space systems initially introduced as civilian and commercial platforms are increasingly being utilized for military, intelligence, and operational purposes. Such practices increase the risks of confrontation, instability, and the weaponization of outer space.
These developments revealed the limitations of voluntary and non-legally binding approaches, including notions referred to as “responsible behaviors.” While such measures may contribute to transparency and confidence-building, they have failed to ensure accountability and to effectively address violations related to transboundary space operations and the misuse of commercial space systems.
Mr. Chairman,
The Islamic Republic of Iran, once again expresses its serious concern regarding the continued unauthorized provision of services by the STARLINK satellite system in its territory.
Finally, we emphasize that all space activities, including the operation of commercial satellite mega-constellations, must be conducted in full conformity with international law, the Charter of the United Nations, COPUOS mandate, the ITU framework, and the principle of respect for the sovereignty and territorial integrity of States.
