Prevention as a Core Element of the Public Health Response to Drug Use

Mr. Chairman,

At the outset, I wish to extend my sincere appreciation to the distinguished Chair, the panelists, and the Secretariat for their commendable efforts, informative presentations, and thoughtful introductory remarks.

The primary objectives of the international drug control regime — as enshrined at the outset of the Single Convention on Narcotic Drugs of 1961 and the 1971 Convention on Psychotropic Substances — are the promotion of the health and welfare of mankind and the protection of public health and safety. In this regard, any deviation from the provisions of the three international drug control conventions may negatively impact public health, particularly that of children, adolescents, and young people, thereby endangering their mental and physical well-being, whether directly or indirectly.

Distinguished Delegates,

The Islamic Republic of Iran places particular emphasis on primary prevention. Our national prevention strategy encompasses a wide range of initiatives, including:

  • Promoting healthy child-rearing practices and family life skills;
  • Establishing a national addiction counseling hotline;
  • Integrating addiction prevention content into school textbooks;
  • Forming student associations — known as “Helpers of Life” — to raise awareness regarding the harms of addiction;
  • Training specialized human resources in the field of prevention;
  • Implementing community-based projects;
  • Organizing both mobile and permanent exhibitions to educate various segments of society.

Mr. Chairman,

The Islamic Republic of Iran has adopted a balanced and comprehensive approach to drug control — one that gives equal weight to demand reduction, harm reduction, and supply control efforts. This strategy is implemented in a parallel and integrated manner, with a strong emphasis on promoting regional and international cooperation.

As of 2024, there are 2,724 active non-governmental organizations (NGOs) engaged in drug control efforts in the Islamic Republic of Iran, 1,832 of which are specifically focused on prevention and cultural activities.
